California‚Äôs Assembly Bill 705 focuses on maximizing the number of students completing transfer-level math and English within one year.  One part of the legislation is the change in placement policies.  Given the time between passage of the law and required implementation, some colleges in the California Community College system opted to act prior to required implementation in the fall of 2019. 

A report published by the RP Group details the outcomes of these early efforts.  The change in placement policy aligned with other efforts underway in the system not only contributed to 29,334 more students being provided the opportunity to enroll in transfer level English courses, but 18,903 lives changed as they completed a course they may not have had access to otherwise.
