Strong Start To Finish

California Community Colleges

Through a competitive grant application process, the Foundation for California Community Colleges (FCCC) Success Center in partnership with the California Community College Chancellor’s Office (CCCCO) will advance statewide reforms which integrate developmental education as one Strong Start to Finish’s scaling sites that serve as exemplars for scaling evidence-based practices.

Spearheaded by the California Community College Chancellor’s Office, with additional implementation leadership from the Foundation for California Community Colleges, CCCCO will partner with technical assistance providers to support 73 college districts and 115 public two-year institutions to scale policies and practices to increase the number and proportion of students who complete math and English gateway courses in their first year of study.

Hear From the Scaling Sites

Community colleges in California historically required students to take flawed standardized tests to prove they could succeed in transfer-level math and English, leading to over placement in remedial classes. Now, students have the right to choose their own paths, using evidence that better reflects their strengths and potential. State legislation AB 705 ensures that students are not placed in remedial classes that delay or deter their educations. Several colleges implemented the reforms ahead of the fall 2019 deadline. Priority Action Areas

CCC-SSTF is focused on five priority action areas:

  • Eliminating the use of a single placement test score for placing students into remedial instruction.
  • Establishing and expanding math pathways across all institutions.
  • Providing guidance and implementation strategies to support English as a Second Language (ESL) learners.
  • Using quantitative and qualitative information to understand and advance reforms.
  • Integrating developmental education reforms within guided pathways.

Strategies at Scale

Through the support from The Bill & Melinda Gates Foundation and professional networks of Strong Start to Finish, CCC-SSTF will scale the following reforms:

  • Eliminating or substantially reducing stand-alone remedial courses.
  • Supporting institutions to develop a policy of using multiple measures for placement in gateway math and English.
  • Developing toolkits focused on equity and developmental education practices to support implementation.
  • Hosting convenings, workshops, and professional development related to AB 705 requirements, use of their data, and best practices.
  • Providing professional development based on needs evidenced in colleges’ AB 705 adoption plans, andragogy, and data.
  • Developing a protocol for designing curriculum inclusive of co-requisite and pre-requisite courses.
  • Reviewing regulations to identify barriers and opportunities and then recommend changes.
  • Reviewing qualitative data from colleges on student supports.
  • Leveraging Guided Pathways Regional Coordinators to provide technical assistance.
  • Engaging with a change management consultant to support Chancellor’s Office capacity to support reform statewide.
  • Sharing strategic communications to the field to ensure understanding of and alignment with systemwide reforms, including Guided Pathways and developmental education reform.
  • Convening stakeholders and partners to develop the next phase of regulations, workshops and toolkits that complement and supplement resources already available or already planned and to increase the capacity of faculty to teach alternate math pathways.
  • Implementing a system-level workplan.
  • Building out a comprehensive set of online resources on the Student Success Center’s Vision Resource Center.
  • Reviewing how Online Education Resources can support AB 705 implementation, particularly for use in transfer math and supplemental math supports.
